Overview/Background

Despite over 40 years of conflict, in the last two decades, Afghanistan has made significant progress for children. However, children still face many challenges that are preventing them from surviving, learning and being protected.  

In recent years, there has been an increase in violence, including attacks against schools and hospitals, making Afghanistan an increasingly unsafe place to be a child. Various groups to the conflict are using explosive devices from bombardments to improvised ones, 80 percent of the victims of these are children leaving many of them with lifelong challenges 

More and more families are living in poverty and require humanitarian assistance. Over the last couple of years, the number of internally displaced persons and returnees grew to more than one million due to armed conflict and other conditions, such as droughts, with more than half of these being children. This results in many children working on the street in harmful circumstances  

Girls in Afghanistan also face harmful traditional practices like gender-based discrimination, early marriage and violence. Children also struggle to have their voices heard due to the unstable political environment and underdeveloped civil institutions. 

What we Do?

We have been working in Afghanistan since 1976 to deliver lasting change to the lives of children across the country. We work closely with children, parents, teachers, village councils, religious leaders, government ministries, non-governmental organisations, and other stakeholders. Our programmes focus on education, health and nutrition, child protection, food security and livelihood, and humanitarian response.  

We also help children learn by ensuring both girls and boys are in school. Our programmes provide the opportunity for children that have left school to access community-based education opportunities as well as return to the formal education system and we work with the government to support quality education. 

We provide quality healthcare and nutrition services to help children survive, especially in humanitarian contexts. We help build the capacity of health workers, and support static and mobile health teams.  

Together with our partners, we aim to protect children from all forms of violence. Our work focuses on reducing incidences of violence against children, including physical and humiliating punishments in homes and schools. We also support and protect children that are especially vulnerable such as girls, internally displaced children, returnees and children who are affected by conflict. Our programming is complimented by ongoing advocacy and communications efforts which aim to ensure public awareness and implementation of children’s rights.

Job description

ROLE PURPOSE: The Livelihood Officer with support from Livelihood Project Coordinator will implement the livelihood activities planned under Save the Children’s ECHO grant. The post holder along with livelihood assistants will closely work with project beneficiaries to provide beneficiaries with capacity building and livelihood assistance. KEY AREAS OF ACCOUNTABILITY : Community Mobilization assistant is responsible for organizing, motivating and mobilizing target beneficiaries in support of all activities planned under ECHO project for improvement of returnees’ reintegration through livelihood intervention. Responsible for organize, motivate and mobilize target beneficiaries in support all activities planned for them to make sustainable improvement of the returnees in livelihood and reintegration. Collaborate with Project Coordinator, FSL officers, FSL Assistants, and MEAL staff to design successful community mobilization strategy. Support and work with other project staffs to build capacity at the community level correlated through training, workshops, follow-up and linkages. Support to conduct base line, midterm, project-end participatory community assessments and evaluation in project coverage area. Support project and provincial team to implement project activities in the community with innovative ideas. Assist to facilitate training of Provincial Partners including Gov’t, and CBO’s according to the project plan. Provide support in selection of project implementation sites and beneficiaries in target districts. Community Mobilization assistant will be responsible for daily and weekly reporting to the line manager regarding community mobilization related activities. Assist joint monitoring visits with the government officials (Provincial/district relevant authorities) to the project sites. Perform any other tasks as assigned by the supervisor that are within the general scope of the described responsibilities. Monitoring, Evaluation, Accountability, and Learning Ensure that all projects are equipped with MEAL systems like quality benchmarks, billboards, posters to exhibit MEAL messages for activities Ensure action plans from quality monitoring and accountability systems are generated and implemented in timely manner collaboration with MEAL team Contribute to generation of lessons through finalizing issues for Operations Research and participating in lessons learnt workshops and provide report. Job Requirements

University degree in any field of social sciences or other relevant technical credential EXPERIENCE AND SKILLS Essential Good communication skills Problem solving, analytical and negotiation skills Representation skills Computer literate 2 years of experience in the relevant fields Maturity and confidence in dealing with the staff of government institutions, and communities. Excellent communication (both oral and written) in English and local languages, people skill for conflict resolution and negotiation; Computer proficiency, especially related to professional office software packages (Microsoft Office); Additional job responsibilities The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
